The Directorate General of Civil Aviation (DGCA) on December 24, 2024, issued the Criteria for wet/damp leasing of aircraft by Indian Operators.
The following has been stated namely: -
• It states that wet/damp leasing of foreign aircraft by Indian operators involves foreign-registered aircraft under the Lessor's operational control and safety oversight, with Indian operators focusing on commercial aspects.
• It states that the State of Registry oversees airworthiness and safety standards for registered aircraft, while the State of the Operator ensures compliance with operational specifications and safe flight operations.
• It states that the Wet/Damp lease (out) is permitted for up to 12 months, while the Wet/Damp lease (in) is allowed for 6 months, extendable by 6 months, with a further one-time 6-month extension possible in exceptional cases.
• It further states that it grants, authorizes, and monitors wet/damp lease operations, with permissions subject to compliance, safety standards, and international traffic rights, and may revoke approval if regulations are violated.
