Industry Specific ComplianceThe Meghalaya State Electricity Regulatory Commission (MSERC) on May 25, 2026, issued the Draft Meghalaya State Electricity Regulatory Commission (Multi-Year Tariff) Regulations, 2026.

The following has been stated:

• The framework will apply to generating companies, transmission licensees, distribution licensees, and the State Load Despatch Centre (SLDC). The regulations introduce a Multi-Year Tariff (MYT) regime aimed at providing tariff certainty, financial stability, and long-term planning for utilities while protecting consumer interests.

• The draft regulations prescribe detailed principles for determining the Aggregate Revenue Requirement (ARR) and tariffs, covering capital expenditure, operation and maintenance expenses, depreciation, interest on loans, return on equity, working capital, and other cost components. They continue the use of normative performance and financial parameters to encourage efficiency and prudent expenditure by utilities.

• A significant feature of the draft is the emphasis on performance-based regulation, under which utilities will be evaluated against specified operational and financial benchmarks such as system efficiency, quality of supply, loss reduction, and service standards.
