Industry Specific ComplianceThe Government of Meghalaya on May 13, 2026, issued the Standard Operating Procedure for issuance of Essentiality Certificate/No Objection Certificate for Nursing Educational Institutions in Meghalaya.

The following has been stated:-

•The Standard Operating Procedure (SOP) is for issuing an Essentiality Certificate or No Objection Certificate (EC/NOC) needed to establish new nursing educational institutions or expand existing seat capacities . 

•It establishes a transparent, time-bound evaluation process involving a two-stage approval system: a preliminary Letter of Intent (LOI) and a final physical inspection conducted by a designated expert committee . 

•The guidelines apply to all B.Sc Nursing, GNM, and ANM programs in the state, ensuring that structural, financial, and educational facilities comply with national regulatory standards . 

•Notably, a dedicated hill-area clause allows Meghalaya to consider exemptions regarding the standard requirement of an owned 100-bedded parent hospital due to its geographical location . 

•Ultimately, the Health & Family Welfare Department retains full administrative authority to verify information, request compliance updates, or reject and cancel applications in cases of deficiency or fraud .
