The Government of Bihar on July 22, 2026, issued the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Bill, 2026.
The following has been stated: -
•The Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Bill, 2026 repeals the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) Act, 2010.
•The repeal removes the requirement for mandatory government permission to convert agricultural land for non-agricultural purposes.
•The State Government stated that the 2010 Act did not generate the expected revenue and created hurdles to ease of doing business, ease of living, and industrial development.
•The Bill also repeals the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Ordinance, 2026 while preserving the validity of actions already taken under the Act and the Ordinance.
•The legislation seeks to facilitate faster industrialization and simplify land-use regulations in Bihar without affecting previously completed actions.
