The Government of Bihar on July 23, 2026, issued the Bihar Panchayat Raj (Amendment) Bill, 2026, further to amend the Bihar Panchayat Raj Act, 2006.
The following has been stated: -
•The Bihar Panchayat Raj (Amendment) Bill, 2026, aims to update the 2006 Act to enhance local governance and financial resources across rural Bihar.
•It introduces provisions empowering Gram Panchayats to levy advertisement fees on public and private properties within their jurisdiction to boost Own Source Revenue (OSR).
•Furthermore, the bill establishes a dedicated regulatory authority to oversee, control, and approve building layouts, group housing, commercial projects, and real estate developments outside municipal limits.
•It addresses RERA's recommendations by preventing unplanned, unsafe construction and ensuring essential amenities like wide roads, drainage, and parks are planned effectively in rural areas.
•Additionally, it provides for the setting up of a Rural Building Tribunal to hear and decide appeals regarding orders passed by the development authority.
