The Government of Bihar, on July 23, 2026, has introduced the Bihar Private Universities (Amendment) Bill, 2026 to further amend the Bihar Private Universities Act, 2013.
The following has been stated:
The Bill aims to rationalize the provisions governing the provisional operation of private universities and to incorporate additional private universities into Schedule I of the Act in accordance with the University Grants Commission (UGC) Act, 1956 and the Bihar Private University Regulations, 2003.
The Bill substitutes the proviso under Section 5(1)(iii) to empower the State Government to grant provisional permission for one academic session to operate a private university where the sponsoring body has demonstrated commitment regarding the availability of land, buildings, and essential infrastructure under Section 6. Such provisional approval shall automatically lapse if the sponsoring body fails to comply with the conditions specified in the Letter of Intent during that academic session.
Further, the Bill proposes to insert Schedule I into the Act, recognizing 11 private universities along with their sponsoring bodies, principal campuses, and jurisdiction extending across the entire State of Bihar. These universities include Sandeep University, KK University, Dr. C.V. Raman University, Al-Karim University, Mata Gujri University, Gopal Narayan University, Xavier University, Himalaya University, V.V. Giri University, Seetayog University, and S.N.T. University.
