Industry Specific ComplianceThe Ministry of Housing and Urban Affairs, on August 01, 2026, has issued the Delhi Development Authority (Manner of Holding Inquiry and Imposing Penalties) Rules, 2026.

The following has been stated:

• The Rules prescribe the procedure for filing complaints regarding contraventions under the Delhi Development Act, 1957, and lay down the manner in which adjudicating officers shall conduct inquiries, issue notices, provide an opportunity of hearing, consider evidence, and impose penalties for violations.

• The Rules provide a structured appellate mechanism, allowing aggrieved persons to file appeals before the appellate authority within 30 days, prescribe the procedure for admission and disposal of appeals, and require the appellate authority to dispose of appeals within 60 days.

• The Rules also provide timelines for completion of inquiries, methods for service of notices and orders, empower authorities to extend prescribed timelines for sufficient cause, mandate publication of orders through digital mode, require penalties to be credited to the Consolidated Fund of India, and provide for recovery of unpaid penalties as arrears of land revenue.
