The Bihar Legislature, on July 21, 2026, introduced the Bihar Sugar Undertakings (Acquisition) (Amendment) Bill, 2026 to amend the Bihar Sugar Undertakings (Acquisition) Act, 1985. The Bill seeks to enable the transfer of assets of closed sugar mills under the Bihar State Sugar Corporation Limited to the Corporation, State Government-owned institutions, cooperative societies, other Government departments, private sector companies, or other entities for establishing sugarcane-based industries in the interest of sugarcane farmers.
The Bill proposes to substitute Section 3(2) of the principal Act to empower the State Government, where it is satisfied that an eligible entity is willing to comply with prescribed terms and conditions, to transfer the rights, title, and interest in the acquired sugar mill assets to such entity by written order instead of retaining them with the State Government. The amendment broadens the categories of eligible transferees to include Government-supported institutions, cooperative societies, other Government departments, private companies, and other organizations.
The Statement of Objects and Reasons states that the amendment is intended to facilitate the establishment of sugarcane-based industries on the land of closed sugar mills, thereby promoting expansion of sugarcane cultivation, increasing farmers' income, generating employment, and reducing migration from the State. The proposed amendment is aimed at ensuring productive utilization of the assets of closed sugar mills for the overall development of Bihar's sugar sector.
