The Ministry of Finance (MoF), on August 05, 2026, imposed an anti-dumping duty on imports of Phthalic Anhydride (Tariff Item 2917 35 00) originating in or exported from the People's Republic of China and the Republic of Korea. The notification follows the recommendations of the Directorate General of Trade Remedies (DGTR) in its final findings dated 7 May 2026, which concluded that dumping from these countries has continued and that discontinuation of the duty would likely result in the continuation or recurrence of dumping and injury to the domestic industry.
The notification supersedes Notification No. 43/2021-Customs (ADD) dated 9 August 2021 and prescribes country-specific anti-dumping duties, including USD 40.08 per metric tonne for imports from China and USD 140.17 per metric tonne for imports from South Korea subject to the conditions specified in the notification. The anti-dumping duty will remain in force for five years from the date of its publication in the Official Gazette, unless revoked, amended, or superseded earlier. It will be payable in Indian currency based on the exchange rate notified under Section 14 of the Customs Act, 1962, applicable on the date of presentation of the bill of entry.
