The Ministry of Education on August 10, 2026, notified on Implementation and Impact of the National Credit Framework (NCrF).
The National Education Policy (NEP) 2020 aims to provide holistic, multidisciplinary, flexible, and student-centric education, with a strong emphasis on integrating skill education through a National Skills Qualifications Framework (NSQF) that serves as the basis for Recognition of Prior Learning (RPL).
National Credit Framework (NCrF):
Approved in alignment with NEP 2020, the NCrF is a comprehensive framework spanning elementary, school, higher, and skill education. It enables creditisation of all learning, along with accumulation, storage, transfer, and redemption of credits (subject to assessment), while establishing academic equivalence and mobility between skill, general, and experiential education. As per AISHE 2023-24 data, 700+ Universities and 7,500+ affiliated colleges have adopted the NCrF.
Implementation Mechanisms:
UGC's SOP for NCrF operationalisation permits up to 50% of total program credits to be earned through skill-based courses
AICTE's Approval Process Handbook (2023-27) allows students with 10th + 2-year ITI qualifications to enter the Second Year of Engineering Diploma programs, with lateral entry to Third Year available for those holding a 2-year UG Diploma in Engineering (NCrF Level 5.0)
NCVET's RPL Guidelines provide a roadmap for recognizing prior learning, empowering industrial bodies to conduct RPL assessments aligned with industry needs, with credits awarded based on assessed learning outcomes
Outcomes:
These reforms have contributed to rising higher education access: India's Gross Enrolment Ratio (GER) increased from 23.7% (2014-15) to 30% (2023-24), with female GER rising from 22.9% to 31.2% over the same period. Total higher education enrolment grew from 3.42 crore to 4.50 crore students, adding over 1.08 crore new students.
Vision: NEP 2020 and NCrF together aim to build an equitable, India-rooted knowledge society by enabling lifelong learning, prior learning recognition, multiple entry/exit points, and seamless mobility between skill and general education pathways.
