The Andhra Pradesh Electricity Regulatory Commission (APERC) on August 03, 2026, notified the Andhra Pradesh Electricity Regulatory Commission (Procurement, Investment and Cost Control) Regulations, 2026.
The following has been stated: -
•The Andhra Pradesh Electricity Regulatory Commission (Procurement, Investment and Cost Control) Regulations, 2026 establish a uniform, state-wide regulatory framework to govern capital investments, material procurements, and cost controls across transmission and distribution licensees in Andhra Pradesh.
•Published on August 3, 2026, the regulation applies to transmission schemes exceeding Rs. 20 Crores and distribution schemes exceeding Rs. 5 Crores.
•It mandates transparent, competitive, and non-discriminatory e-procurement practices, standard technical specifications, and benchmark pricing to eliminate cartelisation, restrictive bidding, and artificial splitting of contracts.
•Licensees are required to submit their procurement policies, manuals, and annual benchmark cost data to the Commission for approval while maintaining comprehensive, auditable records.
•Ultimately, the Commission reserves the authority to inspect and disallow any imprudent or non-compliant expenditure, ensuring that only necessary and cost-effective investments are passed on to consumers through tariffs.
