The Municipal Council Dehra, Govt. of Himachal Pradesh on August 14, 2026, issued the Draft Solid Waste Management (Collection, Transportation and Disposal) Byelaws, 2026 of Municipal Council Dehra for Municipal Solid Waste Management and Disposal.
The following has been stated:
• The draft Byelaws aim to establish a comprehensive framework for segregation, collection, transportation, processing and scientific disposal of municipal solid waste within the jurisdiction of Municipal Council Dehra. The Byelaws seek to ensure compliance with the Solid Waste Management Rules, 2026, which came into force from April 1, 2026 and mandate segregation of waste into wet, dry, sanitary and special-care waste at source.
• The Municipal Council would be responsible for door-to-door collection of segregated waste, regular street sweeping, transportation without mixing different waste streams, provision of suitable collection/storage facilities and ensuring that waste reaches authorised processing or disposal facilities. Waste generators would be required to segregate waste at source, store it separately, hand it over only to authorised collectors and avoid littering, open dumping, burning or disposal in drains/water bodies.
• The framework also promotes recycling, composting, biomethanation and recovery of usable materials, with residual waste to be disposed of scientifically. The Council is expected to develop adequate infrastructure such as Material Recovery Facilities, decentralised composting/processing facilities and appropriate disposal facilities, while reducing dependence on landfilling.
• The Byelaws further provide for user charges and penalties/environmental compensation for non-compliance, including improper disposal, failure to segregate waste and unauthorised handling or dumping. They also emphasise protection of sanitation workers through appropriate training and personal protective equipment, and provide for monitoring, record-keeping, grievance redressal and enforcement by the Municipal Council.
