The Ministry of Labour and Employment (MoLE) on March 28, 2025, issued a notification regarding the revision of Variable Dearness Allowances (VDA) in the Minimum Wages of employees working in certain industries under the Minimum Wages Act, 1948. The Ministry has decided to increase the VDA 11.33, which revises it to 413.42.
The revised Variable Dearness Allowance (VDA) shall be applicable from April 01, 2025.
The following industries are covered under this notification:
• Agriculture- Revised daily wages (₹) including V.D.A. by area A/B/C: Unskilled - 514/470/465, Semi-Skilled - 562/516/475, Skilled - 610/562/515, Highly Skilled - 675/628/562.
• Gypsum Mines, Barytes Mines, Bauxite Mines, Manganese Mines, China Clay Mines, Kyanite Mines, Copper Mines, Clay Mines, Magnesite Mines, White Clay Mines, Stone Mines, Steatite Mines (including the mines producing Soap Stones and Talc), Ochre Mines, Asbestos Mines, Fire Clay Mines, Chromite Mines, Quartzite Mines, Quartz Mines, Silica Mines, Graphite Mines, Felspar Mines, Laterite Mines, Dolomite Mines, Red Oxide Mines, Wolfram Mines Iron Ore Mines, Granite Mines Rock Phosphate Mines, Hematite Mines, Marble and Calcite Mines, Uranium Mines, Mica Mines, Lignite Mines, Gravel Mines, Slate Mines and Magnetite Mines- Revised daily wages (₹) including V.D.A.: Above ground - Unskilled: 541, Semi-Skilled: 674, Skilled: 805, Highly Skilled: 938; Below ground - Unskilled: 674, Semi-Skilled: 805, Skilled: 938, Highly Skilled: 1048.
• Construction or Maintenance Of Roads Or Runways Or Building Operations Including Laying Down Underground Electric, Wireless, Radio, Television, Telephone, Telegraph, And Overseas Communication Cables And Similar Other Underground Cabling Work, Electric Lines, Water Supply Lines, And Sewerage Pipe Lines.
• Loading and Unloading In (i) Goods Sheds, Parcel Offices Of Railways, (ii) Other Goods-Sheds, Godowns, Warehouses, And Other Similar Employments; (iii) Docks And Ports; And (iv) Passengers Goods And Cargo Carried Out At Airports (Both International And Domestic)- Revised daily wages (₹) including V.D.A.: A Area - Unskilled: 805, Semi-Skilled: 893, Skilled: 981, Highly Skilled: 1065; B Area - Unskilled: 674, Semi-Skilled: 760, Skilled: 893, Highly Skilled: 981; C Area - Unskilled: 541, Semi-Skilled: 632, Skilled: 760, Highly Skilled: 893.
• Employment of Sweeping and Cleaning excluding activities prohibited under the Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993- Revised daily wages including V.D.A: A Area - ₹805, B Area - ₹674, C Area - ₹541.
• Watch and Ward (Without Arms)- Revised daily wages including V.D.A: A Area - ₹981, B Area - ₹893, C Area - ₹760.
