Industry Specific ComplianceThe Government of Goa on October 30, 2025, issued the GOA Aero Sports Rules, 2025 in exercise of the powers conferred by sub-section (1) of section 42 of the Goa Registration of Tourist Trade Act, 1982.

The Key provisions are as stated:

• Registration for Operator 

o Operators intending to conduct Aero Sports Operations during the upcoming season shall submit their applications to the Competent authority.

o Upon receiving approval from the Technical Committee, an Operator intending to conduct Aero Sports Activities shall remit the prescribed fee in accordance with rule 19 upon which the Prescribed Authority shall issue a Certificate of Registration. 

o Registration of aero sports activities in the middle of the designated season (October to May) is prohibited for operators.

• Qualifications of Operator

For registration of the Operator should have following qualifications: - 

o The applicant should be an Indian citizen; 

o The applicant should be minimum 10th Class Pass; 

o Proficiency in any one of the following languages is required: English, Hindi, Konkani, or Marathi; 

o He should have attained 21 years of age; 

o He should have advanced practical/ technical knowledge of aero sport which may be tested through a test as may be determined by the Technical Committee.

• Duties of the Operator

o Identify the exact boundaries, including designated take-off and landing sites, where operations can be conducted safely. These boundaries and sites must be formally approved by the nodal agency prior to commencement of activities. 

o The Operator shall report any incident or accident immediately to the Department of Tourism and the local police authorities. 

o Aero sports activities shall conclude at least one hour before sunset or by 6 PM, whichever is earlier. All flights must be conducted in accordance with Visual Flight Rules (VFR) and Visual Meteorological Conditions (VMC). 

o The Operator must ensure that no aero sports activity is carried out during bad or adverse weather conditions under any circumstances. 

o Trainee Pilots shall not be allowed to operate alone during the training period. 

o Before commencing aero sports operations for the season, the Operator shall inform the concerned Police Station and the nodal agency. The intimation must include details such as the expected duration and timings of the operations, the nature of activities to be conducted, and the display of applicable rates.

These rules shall come into force on October 30, 2025.
