The Labour Department, Govt. of Chandigarh on October 28, 2025, issued the Punjab Factories (Chandigarh Amendment) Rules, 2025, further to amend the Punjab Factories Rules, 1952.
The following has been amended namely: -
• Rule 8 - Grant of licence shall be substituted. It states that factory licences are granted by the Chief Inspector or an authorized officer in Form No. 4 for five years within seven days of fee payment. The five-year fee equals five times the annual fee as per the prescribed schedule based on horsepower and employee count. Each licence remains valid up to December 31 of the respective year or renewal period.
• Rule 10 - Renewal of License shall be substituted. It states that factory licence renewal shall be applied online in Form No. 2 at least 30 days before expiry, with fees for five years (five times the annual rate). Late applications incur a 25% additional fee, and renewal shall be completed within seven days by the competent authority.
• In Rule 102, In the schedules II-IV, VI-VIII, X-XI, XVIII-XX, XXIV, and XXI, the word “No women” shall be substituted with the word “No Pregnant women and lactating mothers”.
• It invites comments and suggestions from stakeholders and the general public on the draft amendment rules through email at [email protected] by December 12, 2025.
