The Directorate General of Shipping, Mumbai (DGS), on November 6, 2025, announced a scheduled system migration for the Multimodal Transport Operator (MTO) Application Portal to a new and enhanced digital platform. The upgrade aims to improve service delivery, processing efficiency, and overall user experience for stakeholders engaged in MTO registration and compliance processes.
As part of this transition, the MTO Application Portal will remain unavailable from 00:01 a.m. on November 11, 2025, to 11:59 p.m. on November 13, 2025. During this downtime, users will not be able to access the portal for application submissions, document uploads, or payment processing. The Directorate has requested all applicants and registered users to complete any ongoing submissions or transactions either before or after the migration window to avoid delays.
The circular emphasizes that the temporary outage is necessary to ensure a smooth and secure transition to the upgraded system, which will provide a more efficient and user-friendly digital interface for MTO-related services. The DGS has expressed regret for any inconvenience caused and assured users of improved functionality post-upgrade.
