The Ministry of Electronics and Information Technology (MeitY) on November 11, 2025, notified regarding UIDAI to use behavioural insights to enhance the adoption of Mandatory Biometric Update (MBU) among children.

The Unique Identification Authority of India (UIDAI) has partnered with Behavioural Insights Ltd (BIT) to enhance the adoption of Mandatory Biometric Updates (MBU) among children aged 5 and 15 years. The collaboration aims to overcome behavioural, logistical, and awareness-related barriers that hinder timely biometric updates, which are essential for children to continue accessing Aadhaar-linked services.
Under the MoU, UIDAI and BIT will design, test, and implement behavioural interventions to encourage timely Aadhaar MBU. UIDAI has also waived all MBU charges for children aged 7–15 years from 1 October 2025 for one year, benefitting an estimated 6 crore children. UIDAI CEO Bhuvnesh Kumar emphasized aligning technology with human behaviour to make Aadhaar more seamless and empowering, while BIT CEO Rachel Coyle highlighted the role of evidence-based behavioural approaches in improving service access.
This initiative reflects UIDAI’s continued efforts to make Aadhaar updates more accessible and user-friendly, ensuring smooth and equitable access to vital government and social services.
