The Department of Telecommunications (DoT), on November 12, 2025, notified regarding the Adherence to the terms & conditions of the Unified License.
The following amendments have been stated:
• It has been brought to in notice of the department that certain Internet Service Providers (ISPs), as part of their behavioural analysis and filtering mechanisms, occasionally restrict access to the newly launched portal, namely Census Management and Monitoring System (CMMS). These measures inadvertently result in the blocking or throttling of websites – especially those that have limited traffic history. Accessibility issues in certain zones/areas for the following portals/websites have been reported.
• URL - census.gov.in and IP Address - 103.151.152.65
• URL - test.census.gov.in and IP Address - 103.151.152.162
