The Bihar Skill Development Mission (BSDM) on November 5, 2025, issued under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, has mandated Aadhaar-based authentication for beneficiaries of the Chief Minister – Pratigya Yojana. The scheme provides monthly financial assistance ranging from ₹4,000 to ₹6,000 through Direct Benefit Transfer (DBT) to eligible youth aged 18–28 years undergoing internships or training in various sectors.
The notification stipulates that every beneficiary must undergo Aadhaar authentication or furnish proof of possession of an Aadhaar number to receive benefits. Those without Aadhaar must apply for enrolment and can avail benefits by submitting an Enrolment ID (EID) and alternate identity documents such as passport, voter ID, ration card, school certificates, or government-issued ID cards, as applicable. The department is also authorized to coordinate enrolment through UIDAI-registered centers, ensuring no eligible candidate is excluded. For children or individuals facing authentication failures due to biometric issues, alternative mechanisms such as OTP-based authentication or offline Aadhaar verification (QR code/e-KYC) will be employed.
The Department has clarified that no eligible child or adult beneficiary shall be denied benefits for want of Aadhaar, provided identity and eligibility can be verified through prescribed documents. The notification, which takes effect from the date of its publication, aligns with Direct Benefit Transfer Mission guidelines to ensure efficient, transparent, and inclusive delivery of stipends under the CM–Pratigya Yojana.
