The National e-Governance Services Limited (NeSL), on November 10, 2025, issued Circular No. NeSL/DDE/2025/0221 informing users that the Government of Goa (Order No. 35/01/01/2024-RD/2953 dated 28.10.2025) has revised the Article 39 description for digital e-Stamping to “Mortgage deed with respect to movable property”.
Under the GoA change, SHCIL has deactivated the prior digital code 0041 (Article 39 — “Mortgage deed without possession / Hypothecation on deed relating to movable property”) effective midnight of 10.11.2025, and has introduced a new digital code 0046 (Article 39 — “Mortgage deed with respect to movable property”) which is active w.e.f. November 11, 2025.
