CDSL issued the BSDA Eligibility List and File Details as on October 31, 2025

Industry Specific ComplianceThe Central Depository Services Limited (CDSL) on November 07, 2025, issued the notification regarding the Facility for Basic Services Demat Account (BSDA).

The following has been stated namely: -

• The list of Beneficial Owners (BOs) eligible for Basic Services Demat Account (BSDA) has been updated using inter-depository data (CDSL & NSDL) as of October 31, 2025. 

• Eligibility applies to individual, NRI, and foreign national accounts with verified PAN, where the total holding value does not exceed ₹10 lakh, and the first holder has only one demat account across both depositories.

• CDSL has placed a file named “BLNG<DPID>_BSDA_OCT2025.tar” in each DP’s billing folder, containing:

o Lists of eligible BOs with verified PANs and PAN-exempt accounts.

o Lists of BOs marked as BSDA but holding multiple accounts.

o A consolidated list showing all accounts with current BSDA flags (Y/N/O).

• DPs must review and update BSDA markings as per the latest eligibility data using the BO modify upload utility, unmark ineligible accounts, and inform clients accordingly. From November 2024 onwards, BSDA eligibility data for “opted-out” accounts will no longer be shared.
