The Government of Goa, on November 13, 2025, notified regarding the applicability of Employees Provident Fund for Contract Employees engaged by the State Government Departments/Corporations/Autonomous Bodies/PSUs.
The following has been stated:-
• For employees who have joined establishment before July 2017, Government is in process of extending PF benefits to them also in a phase-wise manner in coordination with EPFO. Instructions in this regard will be issued shortly.
• Therefore, it is enjoined upon all the Heads of Departments, Corporations/Autonomous Bodies/PSUs to enrol their contract employees who have joined the Organization on 1st July, 2017, to avail the benefit for the time Amnesty Scheme under EPF Amendment Scheme, 2025. No employee's share shall be paid as it was not deducted previously, and the employer's share shall be limited to the wage ceiling of Rs. 15,000/-, i.e. contribution of Rs. 1,950/- only per month (including administrative and other charges on wage limit).
• Contract Workers below 40 years of age shall compulsorily enrol themselves under Atal Pension Yojana and start contribution from the remuneration payable to them for their better prospects. Further, all the contractual employees shall be mandatorily enrolled under Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Suraksha Bima Yojana as per eligibility of these schemes.
