The Reserve Bank of India (RBI) on November 14, 2025, issued the notification regarding the Implementation of Section 51A of UAPA,1967: Updates to UNSC’s 1267/ 1989 ISIL (Da'esh) & Al-Qaida Sanctions List: Delisting of 02 Entries.
The following has been stated namely: -
• Under Para 51 of the RBI Master Direction on KYC, (Regulated Entities (REs) must ensure no accounts exist in the names of persons/entities appearing on the UNSC terrorist sanctions lists under Section 51A of the UAPA Act, 1967.
• The UN Security Council Committee has removed the following individuals from the ISIL (Da’esh) & Al-Qaida Sanctions List under Resolution 2799 (2025):
o Ahmed al-Sharaa / Ahmad Hussain Al-Sharaa (QDi.317)
o Anas Hasan Khattab (QDi.336)
• REs are instructed to take appropriate action as per Para 51 of the MD on KYC and procedures under the UAPA Order (Feb 02, 2021; amended Apr 22, 2024), including updating sanctions-screening databases and ensuring no restrictions continue on delisted persons.
• Latest ISIL/Da’esh, Al-Qaida, and Taliban sanctions lists are available at:
o UN 1267 Committee sanctions list
o UN 1988 Committee materials portal
• REs must monitor these lists regularly.
• As per MHA instructions, any delisting request received by an RE must be forwarded electronically to Joint Secretary (CTCR), MHA. Individuals/entities may also seek delisting directly via the UN Ombudsperson mechanism.
