The Ministry of Agriculture and Farmers Welfare (MoAFW) on November 13, 2025, issued the notification regarding the Draft Seeds Bill, 2025.
The following has been stated namely: -
• The Department of Agriculture & Farmers Welfare has released the Draft Seeds Bill, 2025, which will replace the Seeds Act, 1966 and the Seeds (Control) Order, 1983, modernising India’s seed regulatory framework.
• The Bill aims to regulate seed and planting material quality, ensure farmers’ access to high-quality and affordable seeds, curb the sale of spurious/poor-quality seeds, and provide safeguards to protect farmers from financial losses.
• The draft Bill proposes liberalised seed imports, enabling access to global varieties and encouraging innovation in breeding and seed technology, while ensuring transparency and accountability across the seed supply chain.
• To support Ease of Doing Business, the Bill decriminalises minor violations and reduces compliance burden, but retains strong penalties for serious offences to ensure effective enforcement.
