Industry Specific ComplianceThe Government of Tamil Nadu, on November 10, 2025, notified the Tamil Nadu Panchayats (Fifth Amendment) Act, 2025, further to amend the Tamil Nadu Panchayats Act, 1994.

The following has been stated: -

•Amendments to Section 144-A of the Tamil Nadu Panchayats Act introduce a new licensing system for collecting, transporting, and disposing of faecal sludge or septage, with licences valid for two years and renewable under prescribed conditions.

•Persons holding licences under Section 179-B of the Tamil Nadu Urban Local Bodies Act may operate within panchayat limits if disposal is permitted in the related municipal area.

•Licensees must follow specified routes, timings, and decantation points, and ensure vehicles are fitted with functional GPS devices transmitting uninterrupted data.

•The licensing authority gains expanded powers for granting, renewing, monitoring, and enforcing compliance, with violations now covering breaches of rules and licence conditions.

It shall come into force on November 10, 2025.
