The Government of Gujarat on November 13, 2025, issued notification for Aadhaar Authentication by Agriculture, Farmers Welfare and Co-operation Department, Gujarat.
The notification authorises the Agriculture, Farmers Welfare and Co-operation Department, Government of Gujarat, to use Aadhaar authentication—both Yes/No and e-KYC—for identifying farmers, fishermen, livestock farmers, beneficiaries, citizens, vendors, and departmental officers on the i-Khedut portal for delivery of schemes and services.
This authorisation follows approval from the Ministry of Electronics and IT (MeitY) and UIDAI under Rule 3 and Rule 5 of the Aadhaar Authentication for Good Governance Rules, 2020, read with Section 4(4)(b)(ii) of the Aadhaar Act, 2016.
Aadhaar authentication will be voluntary, and no service may be denied for non-authentication. The department must obtain explicit consent and provide alternative identification options, including passbook with photo, PAN, passport, voter ID, ration card, driving licence, MGNREGA card, Kisan passbook, certificate issued by a gazetted officer, or any other document notified by the department.
Other safeguards prescribed include:
• Informing Aadhaar holders about the purpose and manner of data use.
• Masking Aadhaar numbers (only last four digits allowed to be displayed).
• Display of only limited demographic details during e-KYC.
• Department to function as Sub-AUA.
The notification becomes effective from November 13, 2025.
