Industry Specific ComplianceThe Government of Jammu and Kashmir, on March 29, 2025, issued a circular on the Import/Transport of Liquor against Permit.

The following has been stated: -

•The circular clarifies arrangements for smooth operationalization of new JKEL-2 retail vends from April 01, 2025, under the J&K Excise Policy 2025-26. 

•Wholesale Trades will operate from 6:00 AM on April 01, 2025, to supply liquor stock, and only GPS-enabled vehicles must be used for transport. 

•Range Incharges must ensure the timely transfer of leftover stock from outgoing licensees and the quick issuance of transport permits. 

•New JKEL-2 licensees can access all online services on the E-Abgari portal from 1:00 AM on April 01, 2025, ensuring liquor availability on Day 1
