The Government of Kerala, on April 10, 2025, issued the Kerala Abkari Policy 2025-2026.
The following has been stated:-
• If Kerala is able to export toddy to foreign markets, it would provide significant economic benefits to farmers. Under the present conditions, toddy can remain unspoiled for only 48 hours. If Kerala can produce and export toddy that stays fresh longer without spoilage, it would be highly beneficial. Technological expertise is available for producing toddy that can stay fresh longer. However, the current law does not permit this. Legislative amendments should be considered to legally allow manufacturing and export of value-added toddy products.
• Sales in bar hotels have increased significantly, resulting in an increase in alcohol consumption. Many hotel owners have obtained licenses solely to provide liquor to guests, which has created difficulty in controlling the spread of alcohol in tourism zones. Many international conferences, seminars, meetings, and social events are now held in Kerala, as the State has become a major hub for “Destination Weddings.” Alcohol is an essential component of many such functions. Although Kerala observes the first of every English month as a dry day, the State also has six more dry days every year. Many conferences, services, and weddings scheduled on these days face difficulties due to the unavailability of foreign liquor.
