Industry Specific ComplianceThe Ministry of Information & Broadcasting (MIB) on November 17, 2025, approved the revised Rate Structure for Government Advertisements to Strengthen Print Media Ecosystem.

The Government has approved a 26% increase in advertisement rates for print media. As a result, the rate for black-and-white advertisements in newspapers with one lakh circulation has been raised from ₹47.40 to ₹59.68 per sq. cm. The Government has also accepted the Committee’s recommendations regarding premium rates for colour ads and preferential positioning.

The Central Bureau of Communication (CBC), under the Ministry of Information & Broadcasting, releases advertisements on behalf of Central Ministries/Departments. The last revision of print advertisement rates by CBC was based on the 8th Rate Structure Committee and took effect on January 09, 2019, remaining valid for three years.

The Government constituted the 9th Rate Structure Committee on November 11, 2021 under the chairmanship of AS&FA (I&B) to recommend revised rates for Government advertisements in print media. Between November 2021 and August 2023, the Committee examined submissions from major newspaper associations—INS, AISNA, SMBNS—and other stakeholders, while reviewing key cost parameters such as WPI inflation, newsprint prices, wages, and processing expenses. The Committee submitted its recommendations on September 23, 2023.

The revision of advertisement rates is expected to enhance revenue for print media, support sustainability amid rising costs, and strengthen quality journalism. It will also help reinforce the print media ecosystem and enable the Government to strategically communicate across a diversified media landscape.
