The Government of Uttar Pradesh, on October 29, 2025, issued the Molasses Policy for 2025–26.
The following has been stated:-
• At present, 125 sugar mills and 51 khandsari units are registered on the portal for sugarcane crushing in Uttar Pradesh. Of these sugar mills, 24 belong to the Uttar Pradesh Cooperative Sugar Mills Federation, 03 belong to the Uttar Pradesh State Sugar Corporation, and 98 are in the private sector. Out of the registered sugar mill units, 03 sugar mills remained non-operational during the Molasses Year 2024-25, while 122 sugar mills and 42 khandsari sugar manufacturing units remained operational.
• Sugar mills shall declare every month the quantity of molasses available for sale from the reserved stock.
• Distilleries manufacturing country liquor shall submit their demand for reserved molasses to the concerned sugar mill in time. The sugar mill shall decide on the distillery’s demand within one week. The distillery must apply on the departmental portal for permission to lift the allocated reserved molasses within 15 days of purchase.
• After receiving permission on the departmental portal for lifting the molasses, the molasses allottee must store or lift the molasses within 30 days. If the reserved molasses is not stored, the Molasses Controller may impose partial or complete restrictions on storing unreserved molasses. Likewise, if a distillery fails to lift the allocated reserved molasses within the prescribed time, action will be taken against the distillery under the relevant rules.
