The Ministry of Statistics and Programme Implementation (MoSPI) on November 11, 2025, issued the notification regarding the Release of Discussion Paper 1.0: Substitution of Factories in the Compilation of the Index of Industrial Production (IIP).
The following has been stated namely: -
• A base revision of the Index of Industrial Production (IIP) is being carried out, reviewing methodologies, incorporating new data sources, and consulting experts and stakeholders.
• Since the current IIP relies on a fixed panel of factories from the base year, some units have since closed, changed products, or diversified. MoSPI proposes a substitution process to replace such factories with suitable units producing the same items, ensuring continuity and consistency of the time series.
• MoSPI has published Discussion Paper 1.0: Substitution of Factories in the Compilation of IIP on its website. Stakeholders may submit views to [email protected] by November 25, 2025.
