The Govt. of Assam on October 17, 2025, issued the Assam Fire and Emergency Services (Amendment) Rules, 2025 to further amend the Assam Fire and Emergency Services Act, 1985.
The following has been stated:
• In rule 2, after sub rule (x), a new sub rule (xa) has been inserted- (Xa) “Third Party Fire Safety Auditor” means any person or an association of persons, not directly affiliated with the building owners or occupants who shall provide an unbiased audit of installed firefighting system of any buildings or premises as per National Building Code of India, 2016 and as amended from time to time as per the relevant BIS Standards or any other codes, standards and building bye laws as approved by the government and who shall be empanelled and authorized by the director, Fire and Emergency services, Assam by notification to conduct periodic fire safety audit in building or premises.
• In rule 18, (i) for the marginal notes, “No Objection Certificate” the words “Fire Safety Certificate” shall be substituted.
• In sub-rule (2), in the third line, for the words and brackets No Objection Certificate in Form “C” appearing in between the word “issue” and “under”, the words “Fire Safety Certificate in Form G” shall be substituted.
