The Ministry of Agriculture and Farmers Welfare (MoA&FW) on November 19, 2025, issued the Draft Insecticides (Amendment) Rules, 2025, further to amend the Insecticides Rules, 1971.
The following has been stated: -
•The Insecticides Rules, 1971, are amended to add a new clause in Rule 4, after clause (a), empowering the Registration Committee to grant Import Permits (Form IA) for non-insecticidal/industrial use with a fee of ₹5,000. Applications must be processed preferably within 45 days, extendable by 15 days, with the power to conduct enquiries. The Import Permit will generally be valid for one year.
If the applicant already holds a Registration Certificate for the pesticide used as raw material, the permit validity extends to three years.
•In the “FIRST SCHEDULE”, FORM IA shall be inserted.
Objections or suggestions may be received within 30 days from November 19, 2025.
