The Governemnt of Assam, on October 29, 2025, issued a new Memorandum of Association & Rules for Hospital Management Societies.
The following has been stated: -
•Assam has notified a new Memorandum of Association and Rules & Regulations for Hospital Management Societies (HMS) in all Government Medical College Hospitals, effective immediately.
•These new rules replace the earlier 2002 scheme relating to HMS in Medical College Hospitals.
•The Society aims to improve hospital management, service quality, financial sustainability, infrastructure, staffing, and patient satisfaction.
•A 25-member Governing Body is constituted, including government nominees, district officials, medical representatives, and technical agencies.
•The Governing Body and Executive Committee oversee planning, finances, audits, procurement, training, and resource management, with defined expenditure powers and mandatory compliance with government norms.
•Medical College Hospitals must reconstitute and operate their HMS as per the newly approved framework.
