The Department of Industries and Commerce, Government of Punjab, on November 20, 2025, issued the Punjab Right to Business Rules, 2025
The following have been stated:-
• Process for filing of Declaration of Intent.-
• Every Eligible Enterprise, willing to avail the Certificate of In Principle Approval to set up its business in the State, shall furnish a duly filled Declaration of Intent along with CRO Report availed through State single window system of Punjab to the District Nodal Agency electronically, in Form - I or Form – II for New Enterprise and Form – I(E) or Form – II(E) for Existing Enterprise undertaking Expansion, as specified in section 10 of the Act. All statutory application fee, transaction fee, inspection fee or any other fees chargeable under any law, notified from time to time, in respect of actions, services and approvals shall be payable online to all the relevant authorities at the time of filing of Declaration of Intent and before the issue of the “Certificate of In Principle Approval” by the applicant.
• In case the applicant has filled Declaration of Intent in Form - I or Form – I(E), the fee paid shall be verified by the concerned department. A Demand Notice for additional fee shall be raised by the concerned department, if the fee paid is found to be lesser than the required fee, within thirty days of issue of the Certificate of In Principle Approval. The applicant shall pay the additional fee, if any, within sixty days from the date of demand notice through the online portal.
