The Ministry of Steel (MoS), on November 20, 2025, notified regarding the modification of Policy Condition regarding import under all HS codes in Chapter 72, 73 and 86 of ITC (HS), 2017 to require compulsory registration under Steel Import Monitoring System (SIMS).
This will be effective from November 21, 2025.
The following have been stated:-
• The following changes have been made with regards to registration in SIMS:
• A facility of generating SARAL SIMS registration, for a financial year, has been provided through a separate portal, which can be accessed at https://sims.steel.gov.in/saral
• The importer can register under SARAL SIMS for:-
• Import of small consignments (less than or equal to 10MT) subject to a cap of 1000 MT per annum (‘SARAL SIMS for Small Import'), or
• Import under Advance Authorization/SEZ/EOU route ('SARAL SIMS for Export Purposes')
• While generating SARAL SIMS registration, the importers have to declare only the total quantity in the portal.
• Such importers shall be required to file return of actual imports made corresponding to the SARAL SIMS registration. In case of no imports, a Nil return has to be filed. The return of the SARAL SIMS registration of the financial year shall be filed by 30th April of the next financial year.
