The National E-Governance Services Ltd. (NeSL) on November 20, 2025, issued a circular regarding the procedure for handling invocation requests raised by the Madhya Pradesh State Excise Department (MPSED). MPSED and all its 52 district offices are registered for e-Bank Guarantees (e-BGs) with NeSL, and from FY 2025–26, the Department has mandated exclusive use of e-BGs, discontinuing acceptance of physical guarantees.
Since MPSED does not maintain a departmental bank account, mandatory fields in the NeSL e-BG invocation module—such as account number, IFSC, and account holder name—cannot be furnished. Until now, invocation proceeds have been accepted through Demand Drafts (DD) and deposited into the State treasury under relevant major and minor heads. NeSL and MPSED are working toward a permanent API-based DD option, which will require system changes by banks.
As an interim arrangement, MPSED will submit invocation requests using specific placeholder entries. Banks issuing e-BGs are required to accept and process such requests with: account holder name as “NA”, bank account number as “0”, bank name as “NA”, IFSC as “NA”, and remarks indicating DD issuance by the concerned district. This temporary workflow applies to all MP State departments until NeSL introduces the DD feature through revised API specifications.
