Industry Specific ComplianceThe Department of Information Technology, Electronics and Communications Goa (DITE&C), on November 12, 2025, notified a comprehensive policy governing the use of government land for establishing Ground-Based Towers (GBT/GBM), Rooftop Towers (RTT), telecom poles and allied telecom infrastructure across the State. The policy aligns with the Telecommunications (Right of Way) Rules, 2024, and applies to all telecom service providers, infrastructure providers, and DoT-licensed entities seeking to install telecom facilities on government-owned land and buildings. 

The notification prescribes detailed area allotment requirements, rental charges for urban and rural categories, and administrative fees including registration, processing and security deposit norms. It also lays down penalty provisions for unauthorised installations, renewal conditions, and co-location/sharing rules whereby multiple operators may share infrastructure without additional land rent, subject to registration. The policy further outlines a time-bound, multi-stage approval workflow through the Central RoW eService Portal, including deemed permission if no action is taken within prescribed timelines.

Compliance obligations include adherence to EMF norms, safety codes, and environmental requirements, along with procedures for restoration and exit. Incentives such as up to 50% rental rebate in rural/uncovered areas and full rental exemption for BSNL/PSUs under central schemes are also provided. The policy takes immediate effect and remains valid until amended or superseded, with administrative approval and financial concurrence granted by the Government of Goa.
