Labour ComplianceThe Ministry of Law and Justice (MLJ), on November 19, 2025, promulgated the Industrial Disputes (Andaman and Nicobar Islands) Amendment Regulation, 2025, under Article 240 of the Constitution. The Regulation amends the Industrial Disputes Act, 1947, as applicable to the Union territory of Andaman and Nicobar Islands.

The amendment inserts a new clause in section 2 defining “State Government” as the Administrator of the Union territory. Further, section 22 is significantly revised to extend its applicability from only public utility services to all industrial establishments, while also enhancing the mandatory notice period in clauses (a) of sub-sections (1) and (2) from six weeks to sixty days. Corresponding textual substitutions have been made throughout section 22 to ensure consistency.

Additionally, section 25K(1) of the principal Act has been amended by raising the threshold for applicability of Chapter V-B from “one hundred workmen” to “three hundred workmen”. The Regulation will come into force on a date to be notified by the Administrator in the Official Gazette.
