Secretarial ComplianceThe Insolvency and Bankruptcy Board of India (IBBI), on 19 November 2025, issued a discussion paper proposing detailed Guidelines for Conducting Valuation under the Insolvency and Bankruptcy Code, 2016. The Board (IBBI) aims to standardise the valuation process by prescribing a uniform report format, documentation norms, and procedures that Registered Valuers (RVs) must follow while undertaking valuation assignments under the Code.

The proposed guidelines emphasize consistency, transparency, and adequate documentation to ensure that valuation reports are comprehensive and based on structured assessments. Part I of the guidelines specifies general requirements, including mandatory documentation, minimum report contents, and key parameters for valuing receivables. Part II provides asset-class–specific valuation report formats, thereby promoting uniformity across insolvency processes.

IBBI has invited public comments on the draft guidelines through its website until 10 December 2025. Stakeholders—including insolvency professionals, registered valuers, creditors, corporate debtors, and others—may submit comments by following the prescribed online process. This initiative seeks to strengthen governance and improve the quality of valuation under the insolvency framework.
