Industry Specific ComplianceThe Ministry of Mines (MoM) on November 20, 2025, issued the amendments to the second schedule of the Mines and Minerals (Development and Regulation) Act, 1957.

The following has been amended, namely: -

• The amendment introduces royalty rates for newly listed minerals and revises existing ones. New royalty rates have been added for Caesium (2%), Rubidium (2%), and Zirconium (1%), chargeable based on the metal content in the ore. 

• The rate for Graphite has been revised, prescribing 2% royalty for graphite with 80% or more fixed carbon and 4% for graphite with less than 80% carbon, based on ad-valorem pricing. 

• These changes aim to standardize mineral valuation and align royalty structure with emerging strategic and critical minerals.
