The Ministry of Finance (MoF) on November 21, 2025, issued the notification regarding the Voluntary Aadhaar Authentication for PFMS Mobile Application
The following has been stated namely: -
• Aadhaar authentication for using the PFMS Mobile Application is permitted but strictly voluntary. It can be used only for this specific purpose.
• The Agency must obtain explicit consent from the Aadhaar holder and must inform them of alternate identification options. No service can be denied for refusing Aadhaar authentication. A valid alternative is bank account number + OTP to the registered mobile number.
The notification shall come into force on November 21, 2025.
