The Government of Haryana on November 20, 2025, issued a notification to exempts IT and Knowledge-Based Industries from Standing Orders Act for Five Years.
The Government of Haryana, exercising its powers under Section 14 of the Industrial Employment (Standing Orders) Act, 1946, has exempted IT/ITES, Startups, Animation, Gaming, Computer Graphics, Telecom, GCC, BPO, KPO, and other knowledge-based industries from the applicability of the 1946 Act for five years from the date of publication of this notification in the Official Gazette.
This exemption is subject to the following conditions:
• Internal Committee (POSH Compliance):
Each establishment must constitute an Internal Committee as required under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and corresponding Rules.
• Grievance Redressal Committee (GRC):
Each establishment must form a GRC with an equal number of representatives from the employer and employees to address employee complaints. The Committee must resolve grievances within a reasonable timeframe.
• Reporting Disciplinary Actions:
Establishments must inform the Jurisdictional Deputy Labour Commissioner and the Labour Commissioner, Haryana, about all disciplinary actions such as suspension, discharge, termination, demotion, or dismissal.
• Submission of Information:
Employers must promptly provide any information relating to employee service conditions when requested by the Deputy Labour Commissioner or Labour Commissioner, within the timeframe fixed.
Note:
If the Industrial Relations Code, 2020 comes into force, its provisions will apply universally to all establishments regardless of this exemption.
