The Labour Commissioner, Odisha on November 21, 2025, issued the minimum rate of wages for unskilled, semi-skilled, skilled and highly skilled categories of employees in 91 scheduled employments.
The following has been stated namely: -
• The Government of Odisha had earlier fixed/revised minimum wages for 91 scheduled employments through notifications issued in July and August 2024.
• The State Minimum Wages Advisory Board recommended revising Variable Dearness Allowance (VDA) at ₹2.60 per CPI point increase, to be updated every April 01 and October 01 based on the All-India CPI (IW 2016=100).
• For the half-year starting October 01, 2025, the CPI increased marginally from 143.55 to 143.58, a rise of 0.03 points, resulting in no payable VDA increase after rounding.
• The Labour Commissioner, Odisha, therefore notified that no change in VDA will apply for any category—unskilled, semi-skilled, skilled, or highly skilled—across all 91 scheduled employments from October 01, 2025.
• Consequently, the minimum wages including VDA remain unchanged from the rates effective April 01, 2025 are namely: -
o Unskilled: ₹462/day
o Semi-skilled: ₹512/day
o Skilled: ₹562/day
o Highly skilled: ₹612/day
