The Government of Meghalaya, on September 29, 2025, notified Meghalaya Rent a Motorcycle Operational Rules, 2025.
The following has been stated: -
•A licence is mandatory for anyone engaged in the business of renting motorcycles.
Applications for a grant or renewal must be submitted in Form 1 with a fee of ₹2,000 to the appropriate licensing authority.
•Before issuing the licence, the authority must verify the applicant’s character, financial capacity, facilities, and possession of at least five permitted and fully compliant motorcycles.
•Once granted, the licence (Form 2) is valid for five years, and refusal requires a hearing and written reasons.
•It applies to motorcycles operating under permits issued under Section 74(1) of the Motor Vehicles Act, 1988.It also covers battery-operated and methanol/ethanol-powered motorcycles exempt from Section 66, provided they operate under a licence under paragraph 6.
