The Government of Maharashtra on May 20, 2025, issued the Maharashtra Municipal Corporations (Manner of Allotment and Rotation of Reservation of Seats of Councillors in Wards) Rules, 2025.
The following has been stated namely: -
• It introduces a structured method for reserving municipal ward seats for SC, ST, Backward Classes, and Women, ensuring statutory representation in elections.
• Reservation of seats for SC and ST categories will be assigned to wards with the highest SC/ST population proportion, based on official demographic data.
• Women’s reservation applies across all wards and includes sub-reservation for SC/ST/Backward Class women, ensuring layered representation within each reserved category.
• The reservation system will rotate between election cycles, meaning a ward reserved in one election may become unreserved or reserved for a different category in the next, ensuring fairness over time.
• All previous rules or systems of seat allocation are superseded, and these updated provisions will now govern seat reservation under the applicable Municipal Corporation election framework.
