The Government of Jharkhand on November 14, 2025 notified the Jharkhand Professional Educational Institutions (Regulation of Fee) Act, 2025 with the objective of regulating fees charged by Higher Educational Institutions offering professional education in the state. The Act aims to curb profiteering and eliminate capitation fees, ensuring affordability and transparency in the fee structure for various professional courses.
Under this Act, the State establishes a Fee Regulation Committee (FRC) comprising a retired High Court Judge as Chairperson, a nominated State University Vice Chancellor as Vice-Chairperson, a Chartered Accountant, a representative from NMC/AICTE/ICAR (depending on stream), and an ex-officio Secretary from the concerned State Department. This Committee is empowered to determine, monitor, and notify fees for professional courses, covering streams such as medicine, engineering, management, architecture, agriculture, law, nursing and more.
The Act extends to all Higher Educational Institutions in Jharkhand—including State Universities, private universities, affiliated colleges, and deemed universities—offering specified professional courses. It mandates transparent fee determination, prohibits capitation fees, and ensures that the notified fee alone is charged to students. The Government is required to notify the constitution of the Fee Regulation Committee within three months of enactment to operationalise the Act.
