The Ministry of Environment, Forest and Climate Change (MoEF&CC) on November 26, 2025, issued a notification on revocation of GRAP Stage-III Measures in NCR Following Improvement in Delhi’s Air Quality.
Delhi’s air quality has shown steady improvement over the past few days, with the daily average AQI declining from 391 on 23 November to 327 on 27 November, according to CPCB. In view of this downward trend and based on IMD/IITM forecasts, the CAQM Sub-Committee reviewed the situation and decided to revoke Stage-III actions of GRAP, which had been in force since 11 November when AQI exceeded 400. The decision was taken considering the significant disruption caused by Stage-III restrictions and the current improvement in air quality.
However, all measures under Stages I and II of GRAP will continue to remain in force across the NCR and must be strictly implemented to prevent deterioration of air quality. Agencies have been directed to intensify enforcement, and construction sites previously closed for violations cannot resume operations without explicit approval.
Citizens are urged to adhere to the GRAP citizen charter for Stages I and II, especially during the winter period when meteorological conditions may worsen. The Sub-Committee will continue to monitor the situation closely and take further decisions based on air quality trends and forecasts.
