The Department of Environment & Climate Change, Goa on November 27, 2025, issued the notification regarding the Enhanced Enforcement Powers Granted to Legal Metrology Officers for Goa’s Deposit Refund System
The following has been stated namely: -
• Under Section 14 of the Goa Non-Biodegradable Garbage (Control) Act, 1996, the Government of Goa authorizes Legal Metrology officers (Inspector rank and above) to exercise powers under the 2024 Notification related to the Deposit Refund System (DRS).
• These officers are empowered to inspect, verify, and enforce compliance with clauses 5, 8, 9, and 10 of the referenced Notification.
• They may enter and search any premises, vehicle, or facility associated with DRS activities, and inspect DRS products along with related physical or digital records.
• Officers are authorized to seize products, documents, or digital databases that violate the Notification or are needed as evidence, and may return seized products if a valid Unique System Identifier (USI) is affixed within 15 days.
• They may record details, obtain signatures, retain seized items for prosecution, or dispose of them.
The Order shall come into force on November 27, 2025.
