The Department of Telecommunications (DoT) on November 28, 2025, issued the Draft Telecommunications (Sharing, Trading, and Leasing of Spectrum) Rules, 2025.
The following has been stated namely: -
• The Sharing of Right to Use Access Spectrum has been issued under Chapter 2
• The Trading of Right to Use Access Spectrum has been issued under Chapter 3
• These rules shall be in supersession of all existing guidelines, office memoranda, or office orders on the subject of sharing, trading, and leasing of right to use access spectrum issued prior to the date of coming into force of these rules, but shall not override the terms and conditions of existing assignments under those guidelines or office memoranda or office orders, till the date of expiry of such assignment in accordance with sub-section (8) or sub-section (9) of section 4 of the Telecommunications Act, 2023.
Objections or suggestions, if any, may be addressed to the Joint Secretary (Telecom), Department of Telecommunications, Ministry of Communications within 30 days
